PES Bylaws Changes
On August 8, 2019, the IEEE PES Governing Board approved two changes to the Society’s Bylaws. Per the IEEE PES Constitution, these changes are required to be communicated to PES membership, along with the reason for the changes. This notice serves that purpose.
The first change occurs in Section 14.3. The revised Bylaws ensures that the IEEE PES Nominations and Appointments Committee nominates more than one candidate for the office of Division VII Direct-Elect, and more than one candidate for the office of PES President-Elect. The option for the Nominations and Appointments Committee to nominate a single candidate for the office of Treasurer, and a single candidate for the office of Secretary, provided certain requirements are met remains in the Bylaws. The motivation for this change is two-fold. First, although single-candidate nominations for the office of Division VII Director-Elect and President-Elect have never been proposed by the Nominations and Appointments Committee, the Bylaws revision ensures this does not happen in the future. Second, while single-candidate nominations for Division VII Director-Elect are permissible under present IEEE Bylaws, they require a lengthy approval process by several IEEE committees external to PES. The Bylaws revision effectively eliminates the need for this approval process to be initiated.
The second Bylaws change affects Section 6.1. The revised Bylaws remove the reference to a specific IEEE document when prescribing how the IEEE PES Fellows Committee shall function. The motivation for the change is that the name of the referenced document has and may continue to change in the future. Instead of referring to this specific document, the revised Bylaws more generically state that the IEEE PES Fellows Committee shall function in accordance with the IEEE Fellows Committee guidelines. This change in Bylaws does not affect how the IEEE PES Fellows Committee functions.
