PES Meeting Technical Paper Policies

High quality technical papers are continually solicited by the Power & Energy Society for publication in Transactions and for presentation at the general meetings. General meetings are once a year, in the spring/summer. The schedules and locations for General Meetings are published monthly in the Power Engineering Review magazine.

Authors are invited to submit papers as Transactions Papers or Proceedings Papers. Some important distinctions follow. The PES Publications Guide should be consulted for additional information.

Authors are responsible for submitting their papers following the guidelines in effect at the time of submission. Prior to writing or submitting a paper, authors should check the date of the latest Author's Kit (which is currently posted on the web, or by contacting the PES Executive office) to insure that they are complying with the latest requirements. Prospective authors are strongly encouraged to obtain the latest version of the Author's Kit either by downloading it from the PES Information for Authors web page or sending a request to:

Transactions Papers

The processing of papers submitted for publication in an IEEE PES Transactions are not tied to the dates for the Summer and Winter General Meetings and are not accepted and should not be submitted in response to a meeting's call-for-papers. Transactions papers do not have set submission deadlines - they can be submitted at any time. If accepted, they will be published in the next available issue of the appropriate Transactions. Generally speaking, it takes at least six months from submission to decision for a Transactions paper. Publication will follow several months later.

Presentation of a Transactions paper at a PES General Meeting is not required for publication in the Transactions. However, if an author does wish to present the paper, the author may request to present it in a poster session at a PES General Meeting. The paper must be accepted for publication prior to the author's requesting presentation at a specific meeting. Also, a Technical Committee may invite authors of Transactions papers to present their work in other types of sessions, for instance, during technical committee meetings, as part of an educational seminar, a panel session, etc. Only the abstract of a Transactions paper presented at a PES meeting will be published in the meeting's Proceedings.

Proceedings Papers

Proceedings papers must be presented at the particular PES-sponsored meeting for which they were submitted. The choice of type of presentation session is made by the sponsoring Technical Committee. Proceedings papers are published in full in the Proceedings of the meeting at which the paper was presented. Proceedings papers submissions are reviewed according to less stringent rules than those applied to Transactions papers.

Authors who wish to submit a paper specifically for consideration for presentation at a PES General Meeting may submit their work as Proceedings papers. A Proceedings paper brings a practical, usable message to the industry, and has a theme generally in keeping with the goals of the conference. Proceedings Papers should be at least two but no more than six pages long. At least one author of each Proceedings paper must register and pay the appropriate meeting registration fee. Fees are not waived unless the author is an IEEE Student Member or IEEE Life Member. Accepted papers with registered author(s) will be published in the Conference Proceedings which will be provided to full-fee and IEEE life member attendees of each General Meeting, and be made available for sale through IEEE Customer Service

Proceedings Paper should be submitted to the IEEE PES office in accordance with instructions and deadlines in the Author's Kit.

Presentation at the subject meeting is a requirement of Proceedings Papers. Proceedings Papers may be presented in one of several different types of technical sessions: a Poster Session, a Panel Session, as part of a Technical Committee meeting, as part of a Special Technical Session or seminar, etc. The decision as to how the paper will be presented will be made by the Technical Committee Program Chair for the Technical Committee that reviews the paper. The choice of the type of presentation will depend upon several factors, including additional papers received on a related topic, presentation times and space available at the respective General Meeting, the breadth of audience for the author's topic, etc.

Proceedings papers must meet the schedule of the meeting for which they are submitted.

Panel Sessions

Participants in Panel Sessions are required to submit a two-to-six page written summary of each presentation for publication in the Conference Proceedings. The summary will undergo a review for applicability of subject matter to the interests of PES and for the quality of presentation material. The summary is to be sent to the Panel Session Chair or organizer.

Tutorials and Special Technical Sessions

Guidance for preparation of Tutorials and Special Technical Sessions is given in the Publication Guide. Complete deadline information is also in the Guide.

A general summary (one to two paragraphs is usually sufficient) provided by the organizer of each Tutorial will be published in the Conference Proceedings. The organizers of Special Technical Sessions are requested to submit a four-to-ten page general summary of the topics presented in the Session. All Tutorial and Special Technical Session summaries should be submitted to the TCPC of the sponsoring committee.

Process for Structuring the General Meeting Technical Programs

NOTE: Special Technical Conferences are another classification of meeting. These conferences publish their own paper submission rules. The schedules and locations for Special Technical Conferences are published monthly in the Power Engineering Review magazine.

The planning of the technical programs for each General Meeting is the responsibility of the PES Technical Council. Each of the technical committees has designated a Technical Committee Program Chair who is responsible for organizing the committee's technical program for the General Meeting. The names and contact information for the Technical Committee Program Chairs is published below.

The process for organizing the technical program is as follows:

A general call for presentations will be issued by PES in advance of the General Meetings. If desired, each Technical Committee may then publish a list of preferred topics for a specific General Meeting. Presentations can be in the form of:

Presentation of Proceedings Papers
Tutorials and Mini-tutorials
Panel Sessions
Traditional Paper Sessions

Each Technical Committee Program Chair will then organize sessions for the specific general meeting, drawing from the presentations that are submitted and invited. The combination of these sessions from all technical committees will constitute the technical program for that meeting.

General Meeting deadline for finalization of the technical program is 14.5 weeks prior to the meeting.
