| Announcement of Proposed Changes to the PES Constitution Requiring Membership Approval |

On Wednesday, 31 August, the 2011 IEEE Power & Energy Society election will begin with the distribution of e-mail instructions for online ballot submittal and the mailing of paper ballots to eligible PES voters who requested them and eligible PES voters without email/web access. Constitutional Amendments In addition to voting for PES officers for the 2012-2013 term, eligible voters will be asked to vote to approve two amendments to the PES Constitution. The Society is required to provide a minimum of 60 days notice to the electorate of proposed changes. The amendments are as follows. To view the entire Constitution with the changes identified, please visit: IEEE PES Constitution with Proposed Changes Amendment 1: Reason for change: IEEE requested that each Society reduce its Field of Interest statement to 50 words or less. Proposed: The Society field of interest embraces research, development, planning, design, construction, maintenance, installation and operation of equipment, structures, materials and power systems for the safe, sustainable, economic and reliable conversion, generation, transmission, distribution, storage and usage of electric energy, including its measurement and control. Current: The Society field of interest embraces planning, research, development, design, application, construction, installation, and operation of apparatus, equipment, structures, materials and systems for the safe, reliable, and economic generation, transmission, distribution, conversion, measurement, and control of electric energy. It includes the developing of engineering standards, the providing of information and instruction to the public and legislators, as well as technical, scientific, literary, educational, and other activities. Amendment 2: Reason for change: IEEE requested removal, citing that the Bylaws were the appropriate location to define the relationship between the Board and the Executive Director. PES Bylaws will be so amended. Proposed: The Executive Director of the Society shall be an ex officio, non-voting Member of the Board. Current: The Executive Director of the Society, who reports to the Board via the President, shall be an ex officio, non-voting Member of the Board. Advance Election Information Online Voting The default voting method for this election is online ballot submission. If you are the recipient of an email message on 31 August 2011 with election information, the text will contain a link to the ballot site and the verification code you are required to have in order to complete and submit your ballot. If you are an eligible voter and do not receive your message or have deleted it in error, please contact the election administrator for help. The election administrator's contact information will be provided once the election begins. Paper Ballots If you do not have an e-mail address on file with the IEEE or you requested a paper ballot, you will receive your paper ballot via traditional mail. Please allow sufficient time for the ballot to reach you after it is mailed on 31 August 2011. We suggest you wait a minimum of 14 days for the ballot to arrive. If it does not, you can contact the election administrator for assistance, whose contact information will be provided once the election begins. As the recipient of a paper ballot, you can either return the completed ballot via traditional mail, or opt to vote online. Instructions for both methods are included with the paper ballot.
