About the Award

Each year the IEEE Power & Energy Society Frank Lambert Outstanding Chapters Award (OCA) is given to the chapters that are judged to provide the greatest overall contribution and service to its members. The OCA is split into three separate but equal competitions so that similar-sized chapters will compete only against each other:

  1. Outstanding Large Chapter Award (200+ members)
  2. Outstanding Medium Chapter Award (101-200 members)
  3. Outstanding Small Chapter Award (12 to 100 members)

Award Details

Purpose:

This Award was created to recognize outstanding performance by an IEEE Power & Energy Society Chapter based on size of the chapter in the immediate previous year at year-end– (a) Large (201+ members) (b) Medium (101-200 members) (c) Small (12 to 100 members). This award is named in honor of past PES President, Frank Lambert, who was involved in PES activities for close to 40 years. He was committed to engaging the next generation of students and young professionals and worked with PES Chapter leaders around the world promoting the benefits of PES membership.

Section Criteria:

Each year the IEEE Power & Energy Society Frank Lambert Outstanding Chapters Award (OCA) is given to the chapter(s) that is judged to provide the greatest overall contribution and service to its members in the following categories:
  1. Chapter Activities
  2. Membership Value
  3. Chapter Operations
  4. Other
The chapter must meet minimum defined criteria and achieve a minimum score of 45 points to qualify. Maximum achievable points: 100.

Eligibility:

Any PES chapter, active at the time the nomination is submitted is eligible to apply. Once a Chapter receives this award, they are not eligible for the following 3 consecutive years. Eligibility and Selection process shall comply with procedures and regulations established in IEEE and Society/Council governing documents, particularly with IEEE Policy 4.4 on Awards Limitations”.

Prize:

  • Top performing (1st place) chapters in each category (Small, Medium, Large);
    • $2,000 USD for the chapter
    • Custom-prepared Outstanding Chapter Award banner for each chapter
    • Chapter officers (Chair, Vice Chair, Secretary and Treasurer) and the regional representative are sent digital certificates in recognition of their outstanding leadership.
  • 2nd place chapters in each category (Small Medium, Large)
    • $500 USD for the chapter
Frequency:

This award will be given annually. Award will be given only if a suitable awardee is identified.

Funds:

Funded by the IEEE Power & Energy Society through an endowment administered by the IEEE Foundation.

Nominee Solicitation:

This award is announced in the presentation materials of the Annual Chapter Training. It is also posted on the PES website. Only Chapter Chairs can apply for this award each year using the online form. 

Nominations should comply with IEEE Policies and restrictions on awards. Incidents of misconduct including, but not limited to, violations of IEEE’s publication policies, will be strongly considered by the awards committee and may be grounds for denial of an award or leadership position.

Selection Committee to include the following:

  • Chair – PES Vice President, Chapters & Membership (appointed by PES President)
  • Region 1-7 Representative (appointed by PES VP – Chapters & Membership)
  • Region 8-10 Representatives (appointed by PES VP – Chapters & Membership)
  • Chair, Chapters Awards and Resources Committee (appointed by PES VP – Chapters & Membership)

Should any of the individual Membership/Chapters positions listed above be vacant, the Vice President, Chapters & Membership may appoint an alternate.

A quorum consists of the majority of voting members. Individuals serve one-year terms of office – renewable for up to four consecutive years

The selection committee makes a recommendation to the PES Chapter Awards Chair and the PES Awards Chair for final approval.

Voting shall be conducted in accordance with Robert’s Rules of Order. The Committee Chair shall have no vote except if the vote is by secret ballot or unless the Chair’s vote can change the outcome of the vote. 

Conflict of Interest concerns shall be disclosed and addressed in accordance with IEEE Policies 9.9 A, B. and C. Any real and perceived conflict of interest (COI) shall be avoided.  Anyone with a COI shall recuse themselves from nominating, endorsing, discussing, and evaluating.

Individuals serving on any board or committee involved at any stage of the recipient selection or approval process for an award shall be ineligible to receive, or act as a nominator or reference for that award.

  • 1 April – applications are due
  • No later than 30 May – recipients are announced

Nominee Solicitation, Deadlines and Application Requirements:

  • The PES Chapters Awards Chair will email all chapter chairs via distribution list to solicit for nominations around March 1 of the year.
  • Submission deadline (usually April 1).
  • Submission shall describe the activities of an entire program year. For example, the OCA submission provided in 2023 will describe activities from January 1, 2022 through December 31, 2022. If the chapter operates on a program year different than the calendar year, provide the most recent full program year period.
  • Chapters are free to use their own format (font, cover sheet, table of contents, pictures, etc.) however the chapter must organize, number and label each section exactly as described in the OCA Submission Requirements. Each section should fully describe the programs and/or activities of that category.

IMPORTANT NOTES: Nomination forms must be written in English. One per year. If no suitable candidate is proposed in a given year, the award will not be presented for that year.

PES, being one of IEEE’s Organizational Units, follows IEEE Policy 4.4H:

Eligibility and Process Limitations. This conflict of interest limitation shall apply to all awards given by the IEEE or any of its organizational units
